NPCs are not just flavor text. The useful question is which NPC solves the next route problem: travel, quest target, sale value, spawn control, gear, or event access.

Which NPC should you care about first?

Start with the NPC that removes the current bottleneck. Early players usually need Merchant, Shipwright, Angler, and Appraiser context before special NPCs.

If you cannot reach routes efficiently, check Shipwright and boat planning.
If you need a target, check Angler requests against bestiary and location pages.
If a catch looks unusual, check Appraiser before selling it.
If the route is repeated, use spawn and shop planning to reduce downtime.
